As I reflect on my one year in retirement from the U.S. Army, I am honored to have the opportunity to have served this great nation. I am proud to have been the recipient of The Legion of Merit as a recognition of my 30 years of service to our Country. I have come to the realization that it is now time for another generation of young officers to lead our formations, one of which is one of my sons.” said Colonel (Ret.) Sullivan.

The Army citation reads: “For meritorious service in positions of increasing responsibility, culminating a 30-year career as the Deputy Commanding Officer (DCO), 103D Expeditionary Sustainment Command (ESC) from June 2021 through June 2023. Colonel Thomas P. Sullivan’s exceptional commitment and tireless devotion to service and soldiers were essential to the success of the United States Army Reserve.” 

The Army Citation continues: “FOR exceptionally meritorious service while serving in positions of increasing responsibility, culminating a 30-year career as the Deputy Commanding Officer, 103rd Expeditionary Sustainment Command. Colonel Sullivan exhibited outstanding leadership, professionalism, initiative, and dedication along with sincere concern for the welfare of Soldiers, Civilians, and Families. His dedication and selfless service contributed to the success of each unit in which he served. Upon retirement, Colonel Sullivan is recognized for distinguished performance of duty that represents exemplary achievement in the finest traditions of the United States Army.”

The Legion of Merit (LOM) is a military award of the United States Armed Forces that is given for exceptionally meritorious conduct in the performance of outstanding services and achievements. The decoration is issued to members of the eight uniformed services of the United States as well as to military and political figures of foreign governments.

The criteria for The Legion of Merit are “for exceptionally meritorious conduct in the performance of outstanding services and achievements” and is typically reserved for senior officers at O-6 level and above, typically in connection with senior leadership/command positions or other senior positions of significant responsibility.
